benefits from the charitable purpose or from its respective
activities

may either allow all youth or particular youth to benefit
•The
public benefit that is delivered by a charitable purpose
needs to be “a reasonably direct result of the purpose and activities”
–Incidental activities that do not further the purpose will
not meet this public benefit requirement
•An organization
must use “substantive evidence of a causal connection” to show
that an activity can provide a public benefit by structuring
and focusing activities to address the identified youth
problem
